Grab one of those oversize/big sweaters(no hood or pockets) and cut it so that it exposes one shoulder and then have a sports bra strap showing of a different color. Try to wear any color leggings and maybe shorts over that.

80's fashion didn't really include daisy-dukes like those in the pic. They wore short skirts with bicycle shorts or leggings underneath (the ankle-length ones with no feet) worn with high heels/pumps. The tops had huge necklines that hung off one shoulder with a sports bra or tank underneath. They wore big t-shirts - usually layered w/2 different colors - with the sleeves rolled up and a big knot tied on the bottom at the waist - usually off to the side. Bandanas were twisted and worn as a headband with the knot on top/to the side of your head. Big hair with bangs that were teased and stuck way up before combing back - TONS of hairspray and mousse.

*first cut the collar off.

*try on the shirt and see how much more you want it off the shoulder.

*mark with a parker or something to help determine where you should cut.

*cut across and try it on.

for bottoms, you can wear a tight skirt with leggings.

i went to a party like this before, and i wore a off the shoulder shirt with pink leggings.
